I agree. I know very little about this artist, only what the seller provided, but apparently, he was working in the Carmel area of Cailifornia for most of his life.
Here's a description:

Born in Burlingame, CA on Jan. 29, 1914. Williams studied at the CSFA and with Matteo Sandona. He was a resident of San Francisco and active on the Monterey Peninsula in the 1930's. He worked for Foster & Kleiser (billboards) during the 1930s and 1940s in San Francisco and Seattle. After WWII he settled on the Monterey Peninsula and built a studio-home at Cypress Point. He operated the "Shop in a Garden" in Carmel where he created "junk sculpture" made from beach salvage. Williams died in Carmel, CA on Dec. 13, 1997. Exh: Santa Cruz Art League, 1934, 1936; Seattle Museum, 1942; University of Washington, 1943.

This is in my private collection. I haven't decided to sell it, but may in the future. If you're interested, let me know and I'll keep it on file. Thanks.
